David P. Brown manages the Standards Engineering Branch within the Defense Information Systems Agency (DISA). He is principally involved in the execution of engineering responsibilities supporting DISA’s mission as the DoD Information Technology Standards Executive Agent. He leads a staff of over 30 information technology professionals tasked to identify, research, and aid in the development of IT standards for implementation across the DoD information enterprise mission area, enabling net centricity, interoperability and supportability for the warfighter, intelligence and business mission areas. His responsibilities include the delivery of the DoD IT Standards Registry (DISR), the management of DoD representation in Commercial Non-Government Standards Bodies, and the development of standards-based technical implementation profiles for Global Information Grid (GIG) capabilities. Mr. Brown has been instrumental in the development of DoD policy and processes enabling greater interoperability and net centricity within the DoD. His staff supported the development, promulgation and enforcement of DoD interoperability policy, GIG architectures, standardized GIG interfaces and procedures governing net-centric transformation and information technology and national security systems (IT and NSS) acquisitions. For nearly 30 years Mr. Brown has served DISA, the DoD Chief Information Officer and the US Navy in engineering, integration and standards management activities ranging from policy, governance and compliance to design, assessment and test. He personally assisted the Net-Ready Key Performance parameter development initiative and provided principle support for development of DoD Directive 4630.5 and DoD Instruction 4630.8 which prescribes interoperability and supportability for IT and NSS. Mr. Brown holds a Bachelor of Science degree in Electrical Engineering from Boston University, professional certification as an Electromagnetic Compatibility Engineer by the National Association of Radio and Telecommunications Engineers, is the IT Standards Committee representative for DISA, and Chairman of the GIG Technical Guidance Configuration Management Board.
