Mr. Wilczynski has held a broad range of information technology positions within the Department of Defense (DoD) at the agency, Military Department, and Office of the Secretary of Defense levels in his 25 years of service. He currently serves as Director of Architecture & Infrastructure (A&I) within the Office of the DoD Chief Information Officer. In this capacity, he reports directly to the Deputy Chief Information Officer. The A&I Directorate is responsible for enterprise architecture policy and guidance, the development of enterprise-wide architectures for the Department’s information technology (IT) infrastructure, and the oversight of initiatives to optimize investments in IT infrastructure.
Prior to his current assignment, Mr. Wilczynski served as Deputy Director of the Architecture & Interoperability Directorate. In that capacity he was responsible for daily operations and projects in support of the Director. Prior to his positions in the Office of the DoD CIO, he held the position of Chief Technical Architect in the Transformation Support Office, Office of the Undersecretary of Defense for Acquisition, Technology & Logistics and served for seven years on the staff of the Department of the Navy Chief Information Officer (DON CIO). While on the DON CIO staff, he led architecture and data management efforts in collaboration with the Navy and Marine Corps staffs. He was part of a leadership team that successfully implemented a structured approach to software application management across the DON that resulted in significant reductions in legacy applications. He led the development of the DoD IT Portfolio Repository (DITPR), which became the DoD’s authoritative IT systems registry. He was awarded the Department of the Navy Meritorious Civilian Service Award in November 2002.
Mr. Wilczynski began his civilian service with the Defense Mapping Agency (DMA) working in the area of digital cartography. In addition to his production mapping positions, he served at DMA as a production engineer and computer specialist supporting the deployment of management information systems and the development of standards for the geospatial community. He was selected for the DMA Outstanding Employee of the Year Award in 1993.
Mr. Wilczynski was appointed to the Senior Executive Service in April 2010. He is a Detroit, Michigan native and holds a Bachelor of Science from Michigan Technological University and a Master of Science from The George Washington University. He is a graduate of the Federal Executive Institute and has earned a Certificate in Federal Executive Competencies from the Federal CIO Council. He resides in Ashburn, Virginia with his wife Maureen and son Neil.
