Ms. Barbara McCain leads IT Service Management and IT Portfolio efforts, working in the Enterprise Architecture and Infrastructure Directorate in the Office of the DoD CIO. She leads the Defense Information Technology Service Management (ITSM) initiative, ensuring that effort is fully aligned to IT Consolidation Roadmap goals by providing a common lexicon of services, service levels, and overall terms and definitions. Additionally, from 2007 to 2010, Ms McCain led the DoD Information Technology Portfolio Management (IT PfM) team, overseeing the implementation and institutionalization of IT PfM throughout the DoD Enterprise.
Prior to her DoD CIO work, Ms. McCain worked at DISA in the Strategic Planning and Information Policy Branch, which is the central reviewing authority (central repository) for DISA policies, including instructions, policy memos, Memoranda of Agreement, and Service Level Agreements. Her responsibilities included development, coordination and staffing of key agency IT policies and standards. Additionally, she implemented and sustained agency-wide compliance with Section 508 requirements. In 2003, Ms. McCain volunteered for a 6-month assignment in Baghdad, Iraq, assisting DoD and the Coalition Provisional Authority with the planning and implementation of voice and data infrastructure support for over 4,000 personnel in the Government of Iraq Complex. In addition to her 20-year career as a DoD civilian employee, Ms. McCain is a Navy veteran, with 4 years of active duty and 22 years of service in the U.S. Naval Reserve. She retired from the Reserves in December 2006, as a Chief Information Technology Specialist.
Ms McCain received her B.S. at University of Maryland University College in Computer Information Systems. She is currently enrolled in the Information Resources Management College’s CIO Certificate program.
