Mr. Feagans is a Senior Enterprise Architect, Chief of the IC Enterprise Standards and Governance Program Manager. As part of the overall effort to “Improve Information Integration & Sharing” of the National Intelligence Strategy (NIS), Mr. Feagans, through its Enterprise Standards and Governance (ESG) activities, is responsible for the operation, maintenance, and promotion of the Intelligence Community coordinated baseline of standards and associated information that enables development and management of information sharing capabilities for the IC and its partner and customer organizations. This includes the coordination and collaboration of “voluntary consensus” standards using a common IC/DoD governance structure and repeatable/re-usable process. Mr. Feagans is Co-Founder of Universal Core (UCORE) and principle IC CIO lead: Universal Core (UCore) is a federal information exchange specification and implementation profile supporting the White House’s National Strategy for Information Sharing. It represents the first time four cabinet level departments have collaborated on developing and endorsing a network centric endeavor of this magnitude. UCore defines an implementable specification containing agreed-upon representations for the most commonly shared and universally understood concepts of “who,” “what,” “when” and “where.” It is designed to be simple to understand, explain, and implement.
Mr. Feagans joined the ODNI on 18 Sept 2006 from the Department of Justice Office of Chief Information Officer where for four years he was the Department’s Sr. Enterprise Architect, Chief Data Architect, Co-Founder and first Executive Director of the National Information Exchange Model (NIEM). He was also a key executive member of the OMB Executive Committee responsible for the development of the Federal Enterprise Architecture Data Reference Model (DRM), Mr. Feagans was a contributing author for the Data Context of the DRM.
During his Federal career, Mr. Feagans was a founding member of DHS, developed the first Data Management program, Data Repository, and Enterprise Architecture for the US Coast Guard used in the development of all major acquisition systems, and developed the first US Army Corps of Engineers Data Standardization program using the Governments first Enterprise Data Dictionary.

- U.S. Coast Guard of Meritorious Award for development the first U.S. Coast Guard Enterprise Architecture
- U.S. Coast Guard of Meritorious Team Award for development of the Maritime Information Safety and Law Enforcement system (MISLE).
- Secretary of Defense Meritorious Award for the development of streamline guidance for how to implement DoD 8320.1
- U.S Army Corps of Engineers Employee of the Year Award
