 Rory Kinney 

Division Chief, EA
TRANSCOM

Mr. Rory S. Kinney is the Division Chief for Distribution Enterprise Architecture Division assigned to the Command, Control, Communications and Computer Systems Directorate, United States Transportation Command, Scott Air Force Base (AFB), Illinois. He is a retired Air Force Colonel specializing in communications and information systems.

Mr. Kinney received his commission in the United States Air Force on 17 August 1979 through Air Force ROTC at Angelo State University where he received a Bachelor of Science degree in Chemistry. He was first assigned as Chief of Communications and Electronics Maintenance at Hanscom AFB, Maine. He served as Director of Communications Operations and Director of Commercial Services at Hanscom AFB also. He was then transferred to Bergstrom AFB, Texas as the Communications Plans Officer for the 602nd Tactical Air Control Wing then to Langley AFB, Virginia as an Information Systems Concept Staff Officer. In 1988 he was transferred to Osan Air Base, Korea as Maintenance Officer for Communications and after a year, brought back to Langley AFB as the Chief, Command and Control Branch, then as Executive Officer to Director for Communications-Computer Systems (C-CS).

1992 at Langley AFB he became the Systems Architecture Officer and led the Air Combat Command (ACC) team to develop the infrastructure for 26 ACC bases that set the standard for C-CS design Air Force-wide. He was then installed as Deputy Commander for the Communications Squadron, where he oversaw a $100 million budget supporting communications-computer, airfield, and visual information systems.

Following Langley AFB he served at Offutt AFB, Nebraska as the Chief of Defense Operations Branch where he had the task of translating DoD and JCS policies into architectures, master plans, and capabilities. In 1998 he took over as Commander of 1st Combat Camera Squadron at Charleston AFB, South Carolina where he oversaw deployments for 150 personnel to cover such worldwide events as weapons tests, humanitarian operations, joint military operations, and peacekeeping operations.

In May of 2003, he transferred to Scott AFB, Illinois as the Chief, Communications Plans and Requirements Branch for Air Mobility Command (AMC) and took over as Chief, Architectures and Integration Division the next year to begin creating and implementing AMC’s strategic plan for a global Air Mobility C4 system.

In 2004, he was sent to the Pentagon to work with the Air Staff where he served as the Chief, Command, Control, Communications and Computer (C4) Capabilities Division and the Air Force Chair of the Joint Staff’s Network-Centric Functional
Capabilities Board.

Mr. Kinney assumed his present duties in April 2005 as Chief, Distribution Enterprise Architecture Division. He retired from active duty in September 2007. His decorations include the Defense Superior Service Medal, Defense Meritorious Service Medal, Air Force Meritorious Service Medal with 5 devices, Air Force Commendation Medal with 2 devices, Joint Service Achievement Medal, Air Force Achievement Medal, and Combat Readiness Medal.
